скажите, я собираюсь ехать в сша по J1 на год, могу ли я послать заявку оттуда? и то что я буду жить там год, не имеет никакого значения на то участиие? Адресс получается указывать свой, российский?
Можете, Вам этого никто не запрещает. То, что Вы там будете жить - так очень много людей кто живет по каким либо статусам в штатах и при этом играют. А адрес указывать тот, на который хотели бы, чтоб Вам пришел конверт в случае выигрыша, хотя начиная с DV-2012 конвертов вроде как больше не будет.
А то, что Вы участвуете в DV и при этом будете получать неиммиграционную визу - это уже другой вопрос, причем очень спорный, но если консул не спрашивает, так молчите про это да и все (ведь участие в лотерее это всего лишь испытание Вашей удачи:)).

а где-нибудь можно найти информацию о том, на какую страну какая квота лотерей?
я родилась в Туркменистане, но имею также и гражданство РФ (где и проживаю на данный момент). от какой страны мне можно подавать заявку на участие?

Квоты нет, есть ограничение, не более 3500 виз на страну. Подают от страны рождения или от страны рождения супруга, но ни как ни от страны гражданства.
Кто не знает предупреждаю, официальное участие в лотерее грин. может лишить Вас возможности получить туристическую визу и стать не въездным в штаты, все участвующие( по определению) в лотерее потенциальные иммигранты. Все будут в базе данных иммиграционной службы!
