Какой тогда смысл было проводить прием заявок на DV-2014 и вливать в процесс трудовые и денежные ресурсы, если есть вероятность отмены выдачи виз?

Во-первых, я не уверен, что закон об отмене лотереи может каким-либо образом затронуть уже “запущенные” розыгрыши — DV-2013 и DV-2014.
Во-вторых, лотерея проводится потому, что так предписывает закон. Нельзя отказаться от начала приёма заявок по причине того, что где-то в Конгрессе лежит законопроект об отмене лотереи.
И, кстати, как ранее писал Раевский, все законопроекты Конгресса данного созыва актуальны только до начала января 2013 года. Если вторая палата не одобрит билл до этого времени, то процесс продвижения инициативы нужно будет начинать с нуля уже в Конгрессе нового созыва.

Ну есть вероятность, и что? Закон о лотерее пока никто не отменял, а Госдеп, очевидно, руководствуется законами, а не законопроектами.

(a) Worldwide Level of Diversity Immigrants- Section 201 of the Immigration and Nationality Act (8 U.S.C. 1151) is amended–

(c) Procedure for Granting Immigrant Status- Section 204 of such Act (8 U.S.C. 1154) is amended–
(1) by striking subsection (a)(1)(I); and
(2) in subsection (e), by striking (a), (b), or (c)' and inserting (a) or (b)’.
b Effective Date- The amendments made by this section shall take effect on October 1, 2012, and shall apply with respect to fiscal years beginning on or after such date.[/b][/i]
Насколько я понял выделенный текст, предлагается прекратить выделение виз для лотереи, начиная с 1 октября 2013 года. Или я что-то путаю? Бюрократический язык имеет свои особенности, его и по-русски не всегда понять можно.

There are 2 versions of Bill Number H.R.6429 for the 112th Congress. Usually, the last item is the most recent.
1 . STEM Jobs Act of 2012 (Introduced in House - IH)[H.R.6429.IH][PDF]
2 . STEM Jobs Act of 2012 (Engrossed in House [Passed House] - EH)[H.R.6429.EH][PDF]
даты там действительно разные 1 октября 2012 и 2013 годов.
Но то, что ушло в сенат 3 числа - Engrossed in House H.R.6429.EH, и в последней редакции для сената дата отодвинута на 2013 год.
Поэтому независимо от слушаний в Сенате, визы DV-2013 дораздадут.
DV-2014 уже будет зависеть от решений по законопроекту Сената и Обамы.

The House passed H.R. 6429 (STEM Jobs Act of 2012) was read for the first time on the Senate, but further consideration of the bill was objected to and practically fell into the Senate bin of filibuster, which will require 60 votes to break the filibuster. It means the bill is practically in the death valley in the Senate.

Я так понял, что первое чтение законопроекта было, но голосование еще не прошло. Тогда вопрос - когда будет проходить само голосование?
Думаю что тему можно закрыть до следующего года, зачем разводить панику на пустом месте и людям голову забивать!

12/05/2012: STEM Legislation Confrontations Between Two Powerful Republican and Democrat Senators on the Senate Floor Today
Guess what. There was an interesting see-saw game on the Senate floor today. Republican Senator Cornyn asked Unanimous Consent that the House passed H.R. 6429 (STEM Jobs Act of 2012) be agreed to. It was objected to by Democratic Senator Chuck Schumer. Later, Senator Schumer asked Unanimous Consent that his version of pending STEM bill, S. 3553 (Benefits to Research and American Innovation through Nationality Statutes Act of 2012), also known as BRAINS Act of 2012, be agreed to. It was this time objected to by Senator Cornyn. Thus two STEM bills will continuously remain in the filibuster bin!
BRAINS Act proposes to make up to 55,000 visas available to qualified immigrants who: (1) possess a graduate degree at the level of master’s or higher in a field of science, technology, engineering, or mathematics (STEM degree) from a qualifying U.S. research institution of higher education; (2) earned a graduate degree by taking no greater than 25% of classes by correspondence (including courses offered by telecommunications) and by taking all classes while physically present in the United States; (3) have an employment offer from a U.S. employer in a field related to such degree; (4) are the subject of an approved labor certification; and (5) will receive a wage for such employment that is at least the actual wage paid by the employer to all other individuals with similar experience and qualifications for the specific employment in question. The bill also proposes to make unused STEM visas available for other employment-based visa categories. It also proposes to increases the number of immigrant visas available to the spouses of aliens lawfully admitted for permanent residence in each fiscal year by the number of aliens who were lawfully admitted for permanent residence who were removed from the United States in the preceding fiscal year.
