If Kyiv agrees to process your case, we will transfer it. You should reach out to them and ask if they have the capacity to add you. All consular sections are extremely busy right now with their own local cases so may not be able to accommodate you. If another consular section agrees to take your case, they will email us directly to request the transfer. We can transfer a case only at a direct request of another U.S. consular post.
