The Comprehensive Immigration Reform Press Conference has been cancelled by the Gang of 8 in light of the Boston bombing incident.
A group of Senators has delayed a high-profile announcement of a sweeping immigration reform proposal set for Tuesday because of the bombings at the Boston Marathon.
The eight-member group was scheduled to appear at an 11 a.m. news conference at the Dirksen Senate Building, joined by immigration advocates and other stakeholders, to lay out the details of the legislation that would represent the most ambitious overhaul of the U.S. immigration system in three decades.
“All eight senators believed the focus should be on victims, not other issues,” a Senate aide said late Monday. The group still intends to file the bill on Tuesday but will hold the news conference on another day.
Sen. Charles E. Schumer (D-N.Y.), a member of the group, said in a message on his Twitter account: “Thoughts & prayers are with everyone in Boston.”
The Senate Judiciary Committee has scheduled two hearings on the bill for Friday and Monday.

The bill repeals the Diversity Visa Program. Aliens who were or are selected for diversity immigrant visas for fiscal years 2013 or 2014 will be eligible to receive them.

It would raise the cap on H-1B visas for highly-skilled workers from 65,000 to 110,000 and allow for it to rise as high as 180,000. The cap would be adjusted on the basis of a new formula, the High Skilled Jobs Demand Index, based on how many petitions are filed for the visas and the unemployment rate in the management, professional and related occupations category of Bureau of Labor Statistics data.
The compromise would create a new W-visa program for low-skilled workers. Wages for these workers would be the same as those paid to other workers employed or the prevailing wage level for the occupation in the geographical area, depending on which is higher.
W-visas would be strictly capped for the first four years after the enactment of the law, limited to 20,000 in the first year, 35,000 in the second year, 55,000 in the third year and 75,000 in the fourth year. After the fourth year, the cap would be calculated according to a statistical formula based on the rate of change of new job openings, the number of unemployed U.S. workers and other factors.
In other compromises, the bill would reduce the categories of family members eligible for green cards, eliminating siblings of United States citizens and limiting sons and daughters of citizens to those under 31 years of age. It would eliminate a lottery that has distributed 55,000 visas each year. Those visas would be used to reduce backlogs of applicants elsewhere in the system. Republicans have sought to limit what they call family chain migration and to accomplish changes without increasing the overall number of visas.

Это получается, что сенаторы хотят, чтобы планка виз оставалась такой как и прежде, просто изменить в каком направлении давать больше виз, а в какой меньше. Лотерею отменят, допустим. Появится новая рабочая виза для высококвалифицированных и низкоквалифицированных рабочих. Тогда получается Джоб Оферы получить должно легче и проще, чем сейчас. Мне так кажется только. А иначе незачем удалять что-то, что в принципе не обязательно удалять.
Они собираются отменять категорию f4 только для новых аппликантов или те кто уже в очереди ждет priority date их тоже отменят?
Это распространяется на новые розыгрыши ГК. То есть с 15 года.
Господа присяжные заседатели, я правильно разумею, что достопочтенные мистеры из Нового Света желают свернуть ярмарку невиданной щедрости и за её счёт произвести одомашнивание, приручение и учёт нелегалов всех мастей? Возможно, следующая GC лотерея будет последней или предпоследней?

Я имела ввиду не лотерею а воссоединение семьи. Я правильно понимаю что визы на воссоединение бртьев/сестер и женатых детей граждан (старше 31 года) перестанут выдавать начиная через 18 месяцев после принятия закона? Значит ли это что те кто в очереди прогорают?
Так точно. Все же дадут кто в очереди доделать все дела, а потом свернут все это, к сожалению.

Блин)). Прям ком к горлу подкатывает)). Ну надо признать, что такая щедрость не могла продолжаться вечно, у США есть определённые внутренние проблемы, связанные с проживанием перманентно на её территории большого числа нелегалов, которые в теории одомашнивания могли бы платить налоги.
Однако с отменой лотереи следующий розыгрыш будет особый для многих, майская доза адреналина будет запредельной. А этого за деньги не купишь. Вот уже представляю, как люди потом будут с горечью в текстах на страницах форума вспоминать те “прекрасные дни, когда существовала DV-лотерея”.

Не волнуйтесь! Все, что творится, все к лучшему (конечно, это если все здоровы и всё придерживается здравому смыслу). Я уже месяц непрерывно читаю форум, и всегда (особенно раздел “наши в америке”) наталкиваюсь на мысль (по прочтению многих текстов), что в США уважают человека и все делают, чтобы, допустим, человек встал в очередь (а там свернули программу эту, по которой человек и стоит в очереди) и дошел до конца независимо от отмены этой программы.
Мне сложно представить какие условия работодатель/наёмный рабочий будут для этой визы. Не будет ли так, что проще станет в космос слетать или стать хорошим рублёвым миллионером, нежели получить данную визу? И если говорить о рабочей визе, то сразу необходимо давать отчёт, кто в большей степени имеет возможность на неё рассчитывать? И моментально в голове всплывает ответ - господа IT-шники. Не верю, что какой-то инженер из России сможет заинтересовать в себе американскую компанию, поскольку возникет необходимость американского опыта/знание регламентов, кодов/американских документо, подтверждающих его квалификацию. Тем более что такое по меркам США инженер? Это практически две разные вселенные в сравнении с нашим понятием. А всевозможных дизайнеров и драфтеров по AutoCAD и в США в избытке, как и тех, кто знает закон Ома.
